The client is looking for two (2) .NET Web Developer III's to work 40 hours a week.

Top Skills (5) & Years of Experience:
Advanced level application development skillsets including analysis, design and development within Microsoft .Net Framework. (8+ yrs)
Coding experience in .Net framework with MVC including C#, JavaScript and Bootstrap. (8+ yrs)
Experience applying accessibility and security standards to custom applications. (6+ yrs)
Experience developing applications with Oracle databases including designing, writing stored procedures, performance tuning and SQL. (8+ yrs)
Experience working in Azure DevOps including keeping work items updated in addition to code management. (4+ years)
Nice to Have:
Experience working at DNR or in another Government agency.
Experience working with Microsoft Suite, including SharePoint, Teams, Word, Excel, etc.
Experience with GIS, especially Esri JavaScript APIs.
Interview Process: (Interviews will be conducted the week of 1/12/26)
1st Round Interview will consist of a 60-minute in-person interview, immediately followed by a technical exam for up to 30 minutes (1.5 hrs)
2nd Round Interview - A 60-minute in-person interview.
Duration : Till 6/30/26 with possibility of extension on an annual basis.
Onsite or Remote? Candidates MUST be WI residents or willing to relocate to WI within 30 calendar days of start date. Local candidates preferred. Headquarters is downtown Madison, WI. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Hybrid, on a weekly basis DNR is currently 60% remote and 40% in the office. Hybrid requirement is weekly not monthly. New contractor must start onsite for a five-day orientation/onboarding. Work cannot be conducted outside the United
States.
Project details: These positions will analyze, design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment along with designing and implementing Oracle database in support of the application. These positions will involve developing new or redesign applications along with supporting existing applications. These positions will work with supervisors, project managers, business relationship managers, developers and business customers. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.

Job duties:
Tasks of this position include, but are not limited to:
1. Orienting oneself to current applications including .Net and/or PowerBuilder, technical debt, and
current backlog. This includes reviewing code, documentation, setting up locally and talking with others to
understand functionality and business needs.
2. Design and develop application leveraging DNR standards, best practices and modernized design for
performance, maintainability, scalability, usability, accessibility and secure coding practices while
ensuring business needs are met. This includes developing web applications, batch processes and
reports as needed.
3. Assist with database architecture, design, and maintenance to ensure data accuracy, performance, and scalability.
4. Provide application maintenance, support, troubleshooting and issue resolution.
5. Perform and document testing using DNR approved tools and processes for validating functional and
non-functional scenarios to ensure quality and accuracy in meeting business needs.
6. Manage code, branching, and deployments through Azure DevOps, following release processes.
7. Complete priority tasks and maintain task progress in Azure DevOps to support deliverables and timelines.
8. Participate and contribute input in all meetings related to Agile Methodologies following DNR IT PM guidance.
9. Analyze tasks and provide input into estimates and timelines.
10. Participate in technical team meetings to coordinate development activities and resolve risks.
11. Provide support and issue resolution for user acceptance testing.
12. Create and maintain technical documentation for the solution to support ongoing operations.
13. Support enhancements, maintenance and documentation for additional program applications.
Additional details: Must follow both State of Wisconsin and DNR Acceptable Technology, Access, and Security related policies as well as work guidance.
Regular work hours are during business hours between 7:00 5:30pm. Should be available for after hour deployments.
Must have reliable high-speed internet provided at own expense if working remotely.
State holidays are not paid unless part of work agreement. No overtime and no weekend differential. Work on state holidays must be approved.
At the end of the contract, the equipment must be returned. If it cannot be dropped off in person or if DNR Equipment is damaged during the contract, replacement and shipping is done at supplier's expense. If a equipment cannot be dropped off for computer replacements, the shipping is at the supplier's expense.
